So it'll be easier to get cheap meta 1-4 modules and your meta 0 ones will only come from manufacturing. Also meta modules all reprocess into roughly half of the minerals that meta 0 did.

Basically if you have the ISK, like from a corp account, or you are rich as hell yourself, yes, buy them if the capacity to produce capital parts is there. Better to get high-demand T1 bpos that are always needed.
